The machine in the front center is a band saw. The cutting table is about the man's waist height). The belts brought power down to the various tools.. there is a row of indistint, possibly drill presses or other "shop tools" to the left.
As to what they are "building/manufacturing) there is little sign of a product.

Ah I was going to say a sawmill, but I think Iggy nailed it, some sort of manufacturing business.
