This is a Fire Tower.  It is an easy one because it has steps....versus fire towers with ladders!  Years ago people were employed by the Forest Service...they would watch for smoke and fires and then report it.

The postcard itself is the US Post Office in St Paul, Minnesota that was built in 1906. The small photo of Dolle is glued to the front of the postcard.

Update from Jacqi:
 Elza Laurinda Ney, born 18 January 1891 in Blakely, Scott County, Minnesota. She apparently married Charles W. Rust, and had two children, Carl and Doris. By the time of the 1930 census, she and her children were living in Saint Paul.
