Several comments on the Facebook page Retro Maquoketa have identified this person as Shirley Ann Kirchoff. A search on the site FamilySearch shows a birth date in 1927 to parents Edward Kirchoff and Hazel Morse. Appears to have married to William (Bill) Anderson

My mom says that is Lois Ann Kirkoff. Her family owned Kirkoff's locker in Maquoketa

That's definitely a 1940s portrait. The bow style of the sweater was very popular.
