The photographer is Nelson in Little Falls Minn.  I found a Frank A Nelson who had a studio in Little Falls during the years 1898-1899, 1906 and 1910.

Allton GREEN was b. 21 Jul 1887 in Derby, England to parents Bowley GREEN
(b. 1863) and Elizabeth (b. 1866). Allton had one sibling, a sister Alice M.
GREEN b. 1889. Allton married Marian E. LIPPITT (b. 1892) and he died 1 Feb
1971 in Brattleboro, VT or Topsham, ME.

The gals gown seem to be a bit pigeon breasted and she is covered to her feet, so I will guess that this is from the early 1900’s.
