Their mother was Josie Florence Vann Johnson. There is a grandchild of George and Josies named William Bertsch who may belong to one of the deceased. In the same Mendocino County Cemetery there is a Johnson unknown first name Unknown birth and a death date of Dec 18.1935.
From your list of children in the census...Walter must have died and Edna must have married someone named Bertsch...unless her sister Edith was married twice. Walter and Edna must be the children that died before 1939.
