The Army had Jeeps with mounted machine guns as early as 1940. Of course a 1941 Jeep looks exactly like a 1951 Jeep to me!!
Looks more like Europe in the late 1940s to me. Look at the building in the back. My guess would be Belgium, Austria or Germany based on the building.
